Vicki Helfrich, Executive Officer of the Mississippi Wireless Communication Commission (WCC)
Vicki serves as the Executive Officer for the Mississippi Wireless Communication Commission (WCC) which oversees the implementation of a statewide P25 land mobile radio communications system for public safety and first responders. She collaborated with the Office of the Governor and various stakeholders in the development of a comprehensive grant submission to the National Telecommunications and Information Administration’s Broadband Technologies Opportunities Program to implement Long-Term Evolution technology as a platform for providing broadband mobile data access to public safety and first responders, which was awarded $70,000,000 in August 2010.
Prior to joining the WCC, Vicki served as Strategic Planning Coordinator for the Mississippi Department of Information Technology Services (ITS) and as Director of Communications for the Mississippi Public Utilities Staff (Staff). During her career with ITS and the Staff, she was involved in numerous significant initiatives, including management of the Mississippi broadband mapping project, the development and approval of annual reporting and certification requirements for carriers receiving federal universal service funds as well as the Mississippi Public Service Commission’s Lifeline/Link-Up Outreach Program.
She is a member of the Staff Committee for the Federal-State Joint Board on Universal Service, the Mississippi Broadband Task Force, the Mississippi Broadband Connect Coalition, the Mississippi Wireless Association, the Broadband Committee for the Association of Public Safety Communications Officials and the Subcommittee on Telecommunications for the National Association of Regulatory Utility Commissioners.
Vicki holds a Bachelor of Science degree from the University of Southern Mississippi. In 2008, Vicki received the honor of being named one of the Mississippi Business Journal’s 50 Leading Business Women.
